Bill Qian oversees investments for Phoenix Group and Cypher Capital and has been instrumental in advancing crypto adoption in the MENA region, advising the UAE in the establishment of a strategic Bitcoin reserve, becoming the largest investor in Solana in the Middle East, and leading early strategic investments in the Sui and TON ecosystems. Additionally, he helped establish a partnership with Tether to launch the Stable Dirham, played a key role in securing a $650M joint venture with Abu Dhabi state holding company (ADQ), and took Phoenix Group public on the Abu Dhabi Stock Exchange.

Before joining Cypher Capital, he was the Global Head of Fundraising at Binance Labs, and M&A for Binance. Previously, Bill was the Head of Investment of Fintech/Tech for JD.COM ‒ an Asian internet tycoon with more than $400 billion in annual e-commerce transactions. Bill has also worked with Trustbridge Partners, a leading technology-focused private equity fund with more than $15 billion in assets under management, and has deployed and managed over $20 billion across Web 1.0, Web 2.0, and Web 3.0 projects in his career. Bill sees himself as a “web-native investor”, looking for phenomenal founders in the Web 3.0 industry.
